USA Congress passes Ukraine, Israel foreign aid bill worth USD $95 billion

The largest provides $61 billion in critically needed funding for Ukraine; a second provides $26 billion for Israel and humanitarian aid for civilians in conflict zones around the world, and a third mandates $8.12 billion to "counter communist China" in the Indo-Pacific. A sweeping foreign aid package was easily passed the US Congress late on Tuesday after months of delay, clearing the way for fresh Ukraine funding amid advances from Russia’s invasion force and Kyiv’s shortages of military supplies. The Senate approved by 79 to 18 four bills passed by the House of Representatives on Saturday, after House Republican leaders abruptly switched course last week and allowed a vote on the $95 billion in mostly military aid for Ukraine, Israel and Taiwan and US partners in the Indo-Pacific. The four bills were combined into one package in the Senate. The largest provides $61 billion in critically needed funding for Ukraine; a second provides $26 billion for Israel and humanitarian a...

Tamil Nadu Approaches Supreme Court Over Flood Relief, Sparks Centre vs States Row

Why in recent news? Tamil Nadu has filed a suit at the Supreme Court claiming that the Centre is withholding national disaster relief funds, after Cyclone Michaung and consequent floods rocked the state in Dec-2023. Just last month the Karnataka Government had also filed a plea with the apex court, claiming that the Centre is denying disaster relief funds that are necessary to aid drought-affected areas in the state. Funds for disaster relief are available to states from two sources - the State Disaster Relief Fund (SDRF) and the National Disaster Relief Fund (NDRF). These funds were created with the enactment of the Disaster Management Act 2005 (DMA), following the devastating tsunami of Dec-2004. Currently, both Karnataka and Tamil Nadu arre seeking additional funds from the National Disaster Relief Fund (NDRF), and are arguing that the Centre's inaction violates the Disaster Management Act 2005 (DMA) and guidelines issued under it. How are funds released to states from National ...

Israeli war cabinet meets to discuss response to Iranian attack?

Israel's war cabinet has met to discuss its response to Iran's unprecedented drone and missile attack. Israel did not make public whether a decision had been reached. Its allies have strongly condemned Iran's actions, but urged Benjamin Netanyahu's government to show restraint. While Iran has signalled it considers the matter closed, the Israeli military's chief of staff said the attack would not go unanswered. "Look, as we look forward, we weigh our steps, and this launch of so many missiles, cruise missiles, UAVs to the territory of the State of Israel will be met with a response," Lt Gen Herzi Halevi said. He did not specify a course of action, or give a timescale. Gen Petraeus, who also commanded the international forces in Iraq and Afghanistan, said the Ir...

RBI defers exchange traded currency derivatives norms to May-3-2024.

RBI Says framework for exchange traded currency derivatives (ETCD) consistent; no change in policy approach. The Reserve Bank of India (RBI) on Thursday deferred the implementation of its new norms for exchange traded currency derivatives (ETCD) market to May-3-2024, from Apr-5-2024. This comes after market participants raised concerns over participation in the ETCD market and the run up to the April 5 deadline saw a sharp rise in volatility in the forex market. “In view of feedback received and recent developments, it has been decided that these directions (on ETCD) will now come into effect from Friday May-3-2024,” the RBI said in a release. It, however, emphasised that the regulatory framework for ETCDs has remained consistent over the years and that there has been no change in the policy approach. In January this year, the RBI released a new framework for hedging of foreign exchange risks, which was to be implemented from Apr-5-2024. The new norm allowed users to take positions (lo...
