The Indian Government sent a test emergency alert to smart mobile phones nationwide in the month of Sep-2023. The message read emergency alert service and informed recepients that it was a test and no action was required.

What has just happened? Why in the recent news?

Several people on Sep-2023 received an "Emergency alert - severe" notification on their mobile phones. This was the fifth or sixth instance since Aug-2023 where users have received an emergency alert severe message. The emergency alert message flashed on mobile screens at around 12:19:PM.            On 15-Sep-2023, similar messages were also received by users on 29-Aug-2023, 23-Aug-2023,         21-Aug-2023 and 17-Aug-2023.

What are these Emergency Alert?

On 20-Jul-2023 the Department of Telecommunication announced that it will collaborate with National Disaster Management Authority. To conduct a Cell Broadcast Alert System testing to enhance emergency communication during disasters and ensure the safety and well being of citizens. In a statement, the ministry of communication said that tests of Cell Broadcast Alert System are being conducted on each telecom service provider. These tests are intended to evaluate the efficiency and effectiveness of mobile operators emergency warning broadcast capabilities and Cell Broadcast Systems. These tests will be performed from time to time in various regions across country to guage the efficiency and effectiveness of emergency alert broadcasting capabilities of the systems in place of various mobile operators and Cell Broadcast Systems, the Cell Broadcasting System statement by Department by Department of Telecommunications said. Used by various Government Cell Broadcast Alert System is used by the Government agencies and emergency services to inform public about potential threats and keep them informed during critical situations. Cell Broadcast is commonly used to deliver emergency alerts, such as severe weather warnings like Tsunami, floods, earthquakes etc. Public safety messages evacuation notices and other critical information.

Is the technology indigenous?

C-DOT's Chief Executive Officer (CEO) Rajkumar Upadhyay, informed Press Trust of India (PTI) that the technology for Cells Broadcast is presently only available through a foreign vendor. consecutively C-DOt is working on developing it internally Rajkumar Upadhyay stated "the cell broadcast technology is undert development and will be utilised by National Disaster Management Authority (NDMA)" to send alerts directly to mobile phone screens during disasters. It is currently undergoing testing on the Jio and BSNL networks. He further mentioned that there are various versions of the Cell Broadcast messages that need to be developed for propagation through the telecom network.

National Disaster Management Authority (NDMA) is the apex body for Disaster Management in India National Disaster Management Authority (NDMA) is headed by Prime Minister Of India. It is a statutory body created under the Disaster Management Act, 2005. It's primary purpose is to coordinate the response to natural or man-made disasters and for capacity building in disaster resiliency and crisis response. It also laid down policies, plans and guidelines for Disaster Management to ensure a timely and effective response to disasters.
